   The pigs control the animals by the fact that the pigs are changing the rules and making all the animals believe that they were there all along. It should be consider that the pigs are abusing of their power as-well, when they take away the food of the animals. When Squealer tries to convince everyone that Napoleon is always right, Squealer is in fact showing that the pigs control the animals.
